摘要

台灣東部海域由於先天地理環境特殊性,而擁有發展深層海水產業的絕對優勢。本局轄下之花蓮縣東側海域位處於海、陸板塊交接斜坡邊緣,其海岸坡度較西岸陡,向海離岸不遠處即為太平洋海溝區,水深幾乎均超過1,000公尺以上,非常適合深層海水的開發與相關產業之進駐,與宜蘭、台東同為全台極具開發潛力候選區域之一。 本年度計畫針對所選定之潛力場址(和平區)進行陸域及海域環境調查工作,辦理水深實測與收集海陸域地形測繪、海域水文(溫度、鹽度、密度)資料、海流流況(流速、流向)資料、海域水質與底質資料等環境條件現況調查,以建立該區域之基本環境資料。再將以上海域環境調查成果作一綜合研析,以期日後能迅速及便捷的提供本局或相關單位有關深層海水潛力場址之海洋環境條件與背景資料需求,以利後續投資之評估。 本計畫主要工作內容分成下列三大項目:(1)海陸域地形調查;(2)海域環境調查;(3)深層海水開發可行性先期規劃。 最後就海陸域地形與海域環境測量與調查成果中,於花蓮縣和平潛力場址區海域內初步規劃選定三條適合佈放取水管的路徑,作為取水管線之取水接收端,並就環境、技術與經濟三方面進行開發可行性的初步評估,除溫差發電(OTEC)初置成本較高暫不建議外,此區適合進行深層海水產業的開發。
The marine of Eastern Taiwan has the advantage of developing deep-sea resources by its particular geologic environment. The east part of Taiwan is influenced by the junction of Manila Trench and Ryukyu Trench which are along the western Philippine sea plate. The collision occurs between the Philippine sea plate and Eurasia plate. The slope coast becomes steep due to the plate collision of these two plates. Consequently, this area has high potential and adaptable to develop deep-sea water and related products. In this year, the plan was made a further investigation for the selected potential site neighboring Ho-Ping River. The investigation includes the environmental assessment of the land and the sea, with focuses on the collection and actual measurement of land and sea topography, marine physics survey (e.g. temperature, salinity and density), current survey (e.g. current direction and speed), marine chemical survey, seafloor sediments collection, and so forth. The collected information will serve as the foundation for both the short-term goal and the future research direction. Our bureau and associated departments can efficiently query the data for the underwater environment and background information of the various deep sea potential sites, and thus speed up the future assessment effort. The plan separates into three broad categories: (1) the measurement of land and sea topography, (2) the environmental assessment of the sea, and (3) the advance planning and feasibility test of the various deep sea potential sites. In conclusion, the team in charge of the execution has chosen three suitable routes for pipeline. Considering the environmental impacts, the technical challenges, and the economical benefits, the team confirms that the selected location is suitable for the development of Deep Sea Water. However, the recommendation precludes the establishment of Ocean Thermal Energy Conversion (OTEC) due to prohibitive initial costs.
